The pattern was learned somewhere specific
A dog who reliably asked to go out in a previous home learned that pattern around a specific layout, schedule, and set of cues. None of that transfers automatically to a new house.
Expect a short relearning period
Most dogs adapt quickly once the new routine becomes familiar, but the first days or weeks in a new home are a reasonable time to restart the basics rather than assume the old training holds.
Confusion is the more common explanation
Excitement, an unfamiliar layout, or simply not yet knowing where the new "outside" is will usually explain an accident better than any assumption about stubbornness or spite.
What to avoid
Keep the response gentle.
Avoid assuming the dog "already knows this" and reducing supervision too quickly.
Safety boundary
When to get more help.
If a previously reliable adult dog continues to struggle well past the adjustment window, a veterinary check is a reasonable next step before assuming it is purely behavioral.
